Accessible Tourism in the New EU Sustainable Tourism Strategy - ENAT's Priorities

The European Commission plans to launch its new tourism strategy in the summer, 2026. ENAT sets out the case for investing in Accessible Tourism as a driver of higher service quality, benefitting the industry, communities and tourists.

Accessible Tourism in the EU Sustainable Tourism Strategy

Following the High-Level Strategic Dialogue with Commissioner Tzitzikostas, Brussels, 25 February 2026.

Investing in Accessible Tourism is critical to the future of the European tourism industry.

Tourism demand in Europe is inevitably shaped by the needs of human diversity, in terms of visitors’ ages, abilities, health conditions, changing access needs and travel preferences.

Seniors make up a significant and growing part of the tourism market. This age cohort, and visitors with disabilities who both need good access, travel throughout the year - often with friends and family, stay longer, spend more per trip, and when satisfied, make more return visits than the average tourist.

Good access benefits all visitors by ensuring comfort, safety and higher quality.

Considering these facts, integrating accessibility in the European Sustainable Tourism Strategy will contribute directly to improving the quality, resilience and competitiveness of the European tourism ecosystem.

Accessibility is often framed, mainly, as part of social inclusion policies, without recognising its great potential for increasing competitive advantage, stimulating economic growth and supporting sustainable tourism development, as documented in the EC DG Enterprise and Industry Report of 2014, Economic Impact and travel patterns of accessible tourism in Europe – Final report.

To unlock this potential, the Strategy should focus on three priorities:
1.    supporting the implementation of the European Accessibility Act and relevant accessibility standards in the tourism sector;
2.    increasing investments in accessibility through targeted incentives and support measures which will raise the quality of tourism offers and deliver return on investment;
3. improving knowledge transfer and raising skills in accessibility across the tourism workforce, through initiatives such as the Pact for Skills and EU Tourism Academy.

Accessibility, which ensures equal participation and enjoyment of tourism by all visitors, must be considered as a fundamental enabling factor across the tourism value chain.

“Good access for all” contributes directly to several key objectives of EU tourism policies by:
• contributing to the sustainability of tourism infrastructure and services
• fostering usability of tourism information systems and digital services
• building resilience of tourism destinations, leveraging the wider market
• stimulating competitiveness of the European tourism ecosystem.

A group of friends on a city tour. Photo: Xun Ji.

In practice, accessible tourism requires a Universal Design approach for tourism services, products, environments and information, supporting social inclusion, benefitting all visitors and the host communities.

“Accessibility should be achieved by the systematic removal and prevention of barriers, preferably through a universal design or ‘design for all’ approach, which contributes to ensuring access for persons with disabilities on an equal basis with others.”
- European Accessibility Act

Tourism operators and Destinations require guidance, incentives and support mechanisms to achieve accessibility measures effectively in practice.

The European Accessibility Act and related EU regulations and accessibility standards provide a regulatory framework and tools supporting the implementation of accessibility in the tourism value chain, including:
• transport and passenger rights
• package travel
• ICT, Web accessibility and digital services, e-commerce
• the built environment
• employment of persons with disabilities.

The EU Sustainable Tourism Strategy should support greater awareness, understanding and uptake of relevant access standards, aligning with the initiatives of the AccessibleEU Resource Centre and UN Tourism, by helping tourism businesses and destinations implement accessibility requirements both in their workforce and their tourism offers.

However, the economic return on investment in accessibility remains insufficiently documented and recognised across parts of the tourism sector.

What is measured supports decision-making

Measurement is the first step to obtain clear evidence that can guide the way ahead. The EU Sustainable Tourism Strategy should seize the opportunity to begin systematic data collection on accessibility demand and supply of accessible tourism services, to inform tourism stakeholders and support policy-makers’ decisions.

Areas for the development of relevant indicators could include:
• investments in accessibility improvements
• user access needs and user satisfaction
• impacts on visitor flows and seasonality
• economic return on accessible tourism investments.

Skills and capacity building

Skills are central to the effective implementation of accessibility. The new tourism strategy should support the integration of Universal Design principles into tourism training programmes and professional education initiatives targeting tourism businesses, SMEs, destination management organisations and public authorities.

This effort could build on existing EU initiatives such as the Pact for Skills for Tourism, and Erasmus plus funded projects, encouraging the inclusion of accessibility and Universal Design as core competencies within tourism workforce development.
Accessibility should therefore become a core competence across the tourism workforce.

Synergies with AccessibleEU

The AccessibleEU Resource Centre, launched by the European Commission, represents an important initiative supporting the implementation of accessibility legislation. Transport accessibility already represents a key pillar of AccessibleEU.

ENAT sees a strong opportunity to strengthen the role of tourism within this initiative, if it is renewed beyond 2026. For example by targetting:
• guidance and training for the tourism sector on implementing access measures
• mutual learning and dissemination of best practices among tourism destinations
• support tools for tourism SMEs.
Such synergies would increase the visibility and practical impact of accessibility within EU tourism policy.

Conclusion

Accessibility represents a strategic opportunity for European tourism.
By integrating accessibility more strongly into the EU Sustainable Tourism Strategy, the European Union can simultaneously:
• improve the quality of tourism services for all visitors
• support the digital transition
• strengthen destination resilience
• enhance the global competitiveness of 'Destination Europe'.

Accessible tourism is quality tourism.

The European Network for Accessible Tourism (ENAT) stands ready to support the European Commission in advancing accessibility within EU Tourism policies and actions.

Member Report: New Accessible Tourism Actions in Iran, 2025

In 2025, new measures were taken by me, Ali Kharazi, to develop, educate, and grow accessible tourism in the country of Iran. This report presents the actions taken.

1. Article

An article was published by the International Journal of Economics and Management Engineering by Ali Kharazi, H. Aghajani, and B. Hesam Azizi. The article reports on the study to identify and classify the entrepreneurial opportunities in the blind tourism industry in Khuzestan Province, covering several areas of the tourism sector, such as Travel Agency, Handicrafts, Museum and Historical Sites, Accommodations, Transportation, Digital and Technology, Food and Beverage, and Tour Operators .
Download the journal article from the Downloads section of this page.

2. Seminar and workshop

Photo: Seminar at at Takhti Hotel in city of Ahvaz. led by Ali Kharazi.

Currently, because accessible tourism is a new topic in Iranian tourism, most workshops and training seminars are presented on the principles of accessible tourism. The seminar and workshop of accessible tourism was presented by Ali Kharazi in order to increase the level of knowledge of tourism activists about accessible tourism as follows:

Principles and Foundations of Accessible Tourism Seminar: the seminar was presented at Takhti Hotel in city of Ahvaz. A group of touristguides, travel agencies, nurses, correspondents, experts of tourism, managers of the hotels, the governors of cities in Khuzestan province, and agent of Ahvaz municipality participated in this Seminar. The definition of accessible tourism, its classifications, various services of target groups, and the concept of inclusive tourism were presented.

Workshop on operating tours for the blind and deaf: The workshop was presented in City of Hamedan (Center of Hamedan Province) for tourist guides of Hamedan in order to prepare for operating a tour for visitors who are blind or deaf. 15 tourist guides participated in this workshop. It can be said that after this workshop, the first para-tour was operated for visitors who are blind at Hamedan medical museum. Also, a para-tour for deaf people will be operated as soon as possible.

3. Blind tour in Hamedan

As mentioned above, the first blind tour was operated in the City of Hamedan at the medical museum. 10 blind tourists (5 men and 5 women) were participated in this tour while 5 tourist guides assisted them during the tour. Audio file about the museum, several maquettes of objects at the museum, and a brochure in braille were some services of this tour.

Ali Kharazi was invited by the Hamedan Cultural Heritage, tourism and handicrafts administration to participate in the tour as a designer, tour leader and presenter of the workshop.

4. Field reviews

Field reviews were carried out in several cities of Khuzestan Province and also in the city of Hamedan in order to develop and improve tourism infrastructure of accessible tourism and also detect its weak and strength points in several fields such as historical sites, museums, restaurants, accommodation, transportation, urban pathways, traffic lights and so on.

Shushtar: Shushtar is one of the most important cities in Khuzestan province because of its Ancient Hydraulic Systems (UNESCO Site). This city visit took place over two days and one night.
Tourism for Everyone Association, Izmir, Turkey, Annual Report 2025

2025 was not an easy year for us. Our resources were limited, and our time was precious; however, our motivation never faded.

A Year We Lived, Not Just Completed.

What kept us standing was a shared belief: we believed that access to tourism and culture is not a privilege, but a fundamental right.

Throughout this year, we carried out all our activities with a strong sense of volunteerism, mutual trust, and responsibility. We did not only organise events; we listened together, learned together, adapted, and grew together.

Our Focus Areas: Accessible Tourism, Cultural Rights, Advocacy, and Capacity Building

1. Strategic Partnerships and Advocacy Activities

In 2025, we further strengthened our relationships with local governments and sector stakeholders.

We met with experts from the Turkish Tourism Promotion and Development Agency (TGA) to discuss national-level policies and strategies on accessible tourism.

In March, we signed a protocol with the Izmir Chamber of Tourist Guides (IZRO), which stands as a first in Türkiye. Through this collaboration, we established an institutional foundation for accessibility in tourism.

We organised the “Disability Policy Development Workshop” with Bornova Municipality and actively participated in the strategic planning processes of Çiğli Municipality and Izmir Metropolitan Municipality.

2. “Accessible Museums for a Living Culture" Project (EU-Funded)
Through this project, implemented under the European Union CultureCIVIC grant programme, we aimed to make museums accessible and inclusive for everyone.

At the workshop hosted by Izmir Katip Çelebi University, we discussed “Accessible Museum” standards for four different disability groups together with Ministry representatives, academics, and persons with disabilities.

On December 15, we provided training on “Accessible Interpretation Approaches” to 50 museum staff members and professional tourist guides at the Izmir Chamber of Commerce.

We conducted applied visits at Göztepe Arkas Art Center Painting Museum with the participation of different disability groups and analysed museum accessibility on site.

3. Accessibility in Tourism: Inclusive Travel Experiences
In 2025, we transformed accessibility from a concept into lived experience through inclusive and inspiring journeys.

In July 2025, as a pioneering initiative in Türkiye, we organised an accessible international cruise covering Rhodes, Leros, and Samos with visually impaired participants and their companions. This journey demonstrated that international travel can be barrier-free when accessibility is thoughtfully planned.

We brought history and culture to wider audiences through documentary screenings titled “From Ephesus to Pergamon” held in Izmir and Manisa as part of awareness weeks.

With the guidance of professional tourist guides, we organized accessible cultural tours along the Basmane, Kültürpark, Ödemiş, and Birgi routes. These trips enabled participants from different disability groups to experience heritage sites through inclusive narration, tactile exploration, and shared discovery.

4. Education, Arts, and Awareness Activities

In cooperation with Izmir Metropolitan Municipality and the Germany-based Tanz der Kulturen Berlin, we implemented a five-day pilot Dance Therapy workshop for visually impaired individuals.

Together with Dokuz Eylül University and Izmir Katip Çelebi University, we organised academic talks on “Inclusive Careers” and “Accessible Tourism.”

We ensured the participation of our Association President, Ali Aydoğmuş, in programmes on TRT Radio 1 and Can Radio, where he addressed the social importance of accessible tourism at the national level.

5. Advocacy and Policy Development

We supported the petition campaigns carried out within the scope of the “365 Days We Are Disabled” Platform and actively participated in rights-based meetings with the Mayor of Bornova.

Through the Vision 2074 and World Café studies, we contributed to the inclusion of our “Accessible and Independent Future” approach in reports shaping Izmir’s next 50-year plans.

Photo: Members of the Tourism for Everyone Association, pictured at a project celebration.

Conclusion

In 2025, as the Tourism for Everyone Association, we took significant steps in line with our goals. In 2026, we are determined to continue our work in accordance with our strategic plan.

We invite everyone who wishes to contribute to the development of accessible tourism to walk this path together with us. We grow stronger as we grow in numbers.

İyi çalışmalar dileriz… / We wish you all the best in your work…
Active Tourism Coalition Launches to Position 'Active Tourism' at the Heart of Europe’s Sustainable Tourism Future

ENAT is a founding member of the coalition aiming to make Active Tourism an integral part of the European Tourism Strategy.

Updated: 6th February 2026.

Brussels, 20 January – A new Active Tourism Coalition, led by the European Cyclists’ Federation (ECF) and uniting 15 civil society and industry organisations, has officially launched, calling on European institutions to recognise Active Tourism as a strategic pillar of sustainable, competitive, and resilient tourism across Europe.

Active Tourism focuses on accessible physical activity for mobility, recreation, and leisure, including cycling, walking, hiking, etc. It enables visitors to experience destinations at a human scale, delivering low environmental impact, strong social value, and meaningful connections to local landscapes, cultures, and communities.

The coalition highlights the significant economic potential of the sector. Cycling tourism alone generated an estimated €44 billion annually in Europe as early as 2012, while adventure travel now represents a trillion-dollar global market in 2025. Despite this growth, active tourism remains under-represented in European tourism strategies.

With the forthcoming European Sustainable Tourism Strategy, the coalition sees a timely opportunity to highlight active tourism as a solution to unbalanced tourism, a driver of regional development, and a flagship element of Brand Europe.

Key Policy Recommendations

The Active Tourism Coalition calls for action in four priority areas:

Recognition and integration of active tourism as a cornerstone of sustainable tourism policy, including its integration into destination mobility strategies, multimodal transport planning, and last-mile solutions, supported by robust impact monitoring.

Zaragoza Wins 2026 Access City Award for Leading the Way in Accessibility for Persons with Disabilities

Zaragoza (Spain) won the 2026 Access City Award, for its outstanding efforts to making the city accessible for persons with disabilities.

European Commission Press Release, 5 December 2025

The city takes a rights-based approach, grounded in the UN Convention on the Rights of Persons with Disabilities. Its accessibility infrastructure is composed of comprehensive municipal accessibility rules, a clear strategic plan with targets, timelines, and budget, and strong governance through a dedicated Accessibility Office and a formal Accessibility Board.

Aerial view of Cathedral-Basilica of Our Lady of the Pillar. Credit iStock images, Vunov V.

Zaragoza is also leading on ensuring full participation of persons with disabilities in society, with accessible public transport, public spaces, and digital services. For example, it has a fully accessible tram network, extensive step-free pedestrian routes, inclusive banking and shopping initiatives.

Certified accessible websites and apps have significantly contributed to making Zaragoza more accessible and inclusive for persons with disabilities.

Housing is a particular strength, with initiatives such as the Flumen project providing inclusive, accessible homes that promote independent living and social inclusion.

Valencia (Spain) received the second prize for its city-wide, data-driven approach to accessibility. The city achieved exemplary transport and urban access, reporting 96% urban accessibility and a fully accessible bus and metro network. Persons with disabilities are employed as accessibility validators, and organisations systematically test solutions before launch.

This city was also awarded a Special Mention on Accessibility in Emergency Preparedness for embedding accessibility in emergency planning through co-designing emergency protocols and drills with organisations of persons with disabilities, trainings for firefighters, police and municipal staff, and an Inclusive Emergency Alert System.

The City of Rennes (France) won the third prize for significant progress made on accessibility thanks to close coordination among municipality services. Metro and buses are fully accessible, supported by door-to-door vehicles and apps for step-free travel.

Streets have been upgraded with wider pavements, safer crossings, tactile strips, benches, and accessible toilets, while cultural venues such as the Jeu de Paume and the city arts school now feature ramps, lifts, adapted toilets, and high-contrast stair nosing. 68% of municipal sites are accessible, and a Scheduled Accessibility Agenda will bring all public reception buildings into compliance by 2027.

Salzburg (Austria) received a Special Mention for Accessibility in Housing for its structural approach to embed accessibility in housing, including new social housing and building renovations, supported by the Disability Advisory Council. This is enhanced by a free advisory service for accessible planning and housing that any resident, association, planner, architect or construction company can use. Housing allocation guidelines address the needs of persons with disabilities, with priority access to accessible dwellings in urgent cases.

Piacenza (Italy) also received a Special Mention on Information and Communications Technology for an inclusive, technology-led approach to accessibility. Piacenza uses mapping and data analysis technology to map more than 3 000 accessibility issues, guiding targeted upgrades across streets and buildings. A municipal virtual assistant and facilitation points simplify access to services.

Background

More than 90 million people in the EU have a disability, according to Eurostat. Accessible spaces, both physical and digital, are a crucial first step towards achieving equality. Accessing transport, public buildings, shops, parks, or websites on an equal basis with others, is essential for persons with disabilities to make their own choices and take control of their lives.

Since 2010, the Access City Award celebrates cities that make accessibility their priority. The Award Ceremony is celebrated as part of the European Day of Persons with Disabilities, a landmark event uniting policymakers, organisations, and persons with disabilities to advance disability inclusion and equality across Europe. The Award is also part of the Strategy for the rights of persons with disabilities 2021-2030 that aims to build a Europe without barriers.

This year, 51 candidate cities applied for the award. Among those, 18 were pre-selected by national juries. The five finalist cities were then shortlisted by the EU jury.

1st prize winners of the previous awards: 2025, Vienna (Austria); 2024, San Cristóbal de La Laguna (Spain); 2023, Skellefteå (Sweden); 2022, Luxembourg City (Luxembourg); 2021, Jönköping (Sweden); 2020, Warsaw (Poland); 2019, Breda (The Netherlands); 2018, Lyon (France); 2017, Chester (United Kingdom); 2016, Milan (Italy); 2015, Borås (Sweden); 2014, Gothenburg (Sweden); 2013, Berlin (Germany); 2012, Salzburg (Austria); 2011, Ávila (Spain).
Nearly 7 in 10 people with disabilities consider that they are discriminated against when flying. These are the stark findings of the 9th Human Rights Report from the European Disability Forum (EDF): “Rights Delayed: Air Travel for Passengers with Disabilities”.

The report highlights how the European Union’s laws on passenger rights, and their inconsistent application, provide limited protection for persons with disabilities.

A testimony from a passenger with disabilities sums it up:
"I never know if I will lose money or will actually be able to fly."

Even when EU laws require airlines to provide assistance and support, the vague wording leads to very different implementation. This has real consequences: passengers can be left behind when returning home or have assistive devices such as wheelchairs refused at the gate.

The report shows the confusing restrictions people face when travelling:

Restrictions for the size and weight of wheelchairs, and number of wheelchair users in a flight. Even when using the same airplane model, restrictions vary per airline. For example, if someone flies in an Airbus 321 with SAS, the wheelchair cannot weigh more than 149 kg. With Finnair, it’s 300 kgs.

Some airlines do not provide cabin wheelchairs, which allow persons using wheelchairs to go to the lavatory during the flight. The lack of cabin wheelchair leads to some people having to crawl to the toilet. Luxair, Tarom and Vueling do not provide this option.

Assistance dogs: some airlines do not accept national certification schemes, relying on international documents that are impossible to get in some countries. This is notably the case of Brussels Airlines, Ryanair and Aer Lingus.

Some airlines also potentially breach EU law. While there is still a long journey to take for equal travel for everyone, the report identifies a clear path.

EDF calls on the European Union to strengthen passenger rights laws:

Clearly prohibit denial of boarding on the grounds of disability.

Fully pay for repairs and replacement if assistive devices (wheelchairs, mobility scooters, ventilators, etc) are damaged or destroyed during travel.

Uphold the right for persons with disabilities to travel without ‘needing approval’ (no prenotification requirements).

Ensure the mutual recognition of assistance dogs throughout the EU.

Establish minimum accessibility rules to travel with assistive equipment and assistance throughout airlines and aircrafts.

EDF also calls on airlines to take responsibility and ensure the same travel conditions for all their customers. They must notably fully reimburse broken and destroyed assistive devices, allow travel with assistance dogs and buy accessible planes.

Yannis Vardakastanis, President of the European Disability Forum, said:
"This report shows the sad reality: freedom of movement is still a mirage for persons with disabilities. It is time for governments and airlines to take responsibility and guarantee the same conditions of travel for all of us!"

Gunta Anca, EDF Vice-President and a wheelchair-user who frequently flies, said:
"As a long-time user of an electric wheelchair, I have been denied boarding and had issues with broken wheelchairs more times than I can count. I urge the European Union and airlines to take this report for what it can be: not a list of complaints, but a roadmap to equal travel."

Survey: How companies perceive, approach and implement accessibility in the European Union

As part of the European Commission’s AccessibleEU Centre initiative, a new study will explore how companies across the EU perceive, approach and implement accessibility in their products and services.

The research will investigate:

The resources, tools, training and processes companies use to support accessibility

Awareness and perceptions of accessibility across organisations

The impact of regulations such as the European Accessibility Act (EAA)

		Organisational challenges in implementing accessibility

Policy actions and support mechanisms are needed to foster progress

Following the European Accessibility Act entering into force on 28 June 2025, the study seeks to understand how both large enterprises and Small and Medium-sized Enterprises (SMEs) in Europe currently embed accessibility, assess its business value, manage practical and regulatory challenges, and what support they need to advance further.

You are invited to take part in the survey, which will inform future EU guidance, funding opportunities and capacity-building initiatives—ensuring they reflect real business needs. By contributing, your organisation can help shape the tools and policies that will drive inclusive, competitive and compliant digital products and services across Europe.

To complement the survey findings, a validation workshop will take place on 18 November 2025, bringing together industry leaders, researchers, organisations representing persons with disabilities and digital accessibility experts. The insights gathered will play a key role in finalising the study’s conclusions and recommendations.

Advancing Accessible Travel: Insights From New Survey on European Travellers With Mobility and Accessibility Needs

Almost half of European travellers with accessibility needs take at least one leisure trip abroad
per year yet still face challenges within the travel sector.

LONDON, 12 June 2025 – New research published today by MMGY Travel Intelligence in partnership with the European Network for Accessible Tourism (ENAT) and the World Travel & Tourism Council (WTTC) provides a comprehensive look at the travel habits, challenges and expectations of European travellers with mobility and accessibility needs or requirements.

The Portrait of European Travellers with Mobility & Accessibility Needs™ report presents findings from five major markets – the United Kingdom, France, Germany, Italy and Spain – offering detailed insights into how this group engages with the travel sector.

The study highlights that while many travellers with accessibility needs are actively participating in international travel, they continue to face a range of avoidable barriers – including inconsistent information and a lack of inclusive services across destinations.

MMGY Travel Intelligence Senior Market Research Analyst Irina Tsernjak commented:

“Despite some progress, international travel for those with accessibility needs remains complex and challenging, calling for continued effort from the industry to tackle these issues by listening to and involving this audience at every stage.”

Released at a time when the industry is seeking ways to improve inclusivity, the research underscores the commercial and social imperative for destinations, service providers and operators to better meet the needs of this group.

Key findings:

Accessible Information – Nearly half (46%) of European travellers with accessibility needs take at least one leisure trip abroad each year, yet they often face barriers before they even pack a bag. A major challenge lies in the lack of clear, consistent and standardised accessibility information across travel websites and the destination websites themselves. This leaves many travellers to spend hours piecing together details.

Action: More honest, easy-to-find and transparent information while urging destinations to step up by proactively promoting accessible accommodations, itineraries and experiences is necessary to enhance accessibility.

Transportation Options – Transport remains one of the most critical pinch points in accessible travel, with over 8 in 10 respondents reporting challenges during their most recent trip. Despite being the most commonly used mode of transport, air travel consistently falls short; travellers cited long waits for assistance, lack of staff training and incidents of damaged mobility equipment as persistent issues. Public transport is equally problematic, with limited access to lifts and ramps, a shortage of accessible taxis, and poorly designed stations that offer little in the way of signage or support.

Action: Improved boarding and disembarking procedures, enhanced staff assistance, and increased availability of accessible seating and space for mobility aids are a next step to better support these travellers.

Accommodation Features – Many properties omit basic details from their websites, such as step-free access points, lift availability, bathroom accessibility or even clear confirmation that an accessible room has been booked.

Action: Accommodation providers can deepen their understanding of accessibility requirements and prioritise transparent, detailed listings that allow all travellers to book with confidence.

Cost and Fair Pricing – The financial burden of accessible travel is a growing concern, with more than 80% of travellers with accessibility needs reporting that they spend at least 10% – and often up to 30% – of their total travel budget on accessibility-related expenses.

Action: As the sector looks to remove friction from the travel experience, addressing these hidden costs must become part of a broader strategy to make travel not only accessible but genuinely affordable and of the same quality.

Infrastructure, Destination Accessibility and Destination Preference – Despite a growing interest in global exploration, poor infrastructure remains a major deterrent for survey respondents. Many destinations lack features such as step-free paths, ramps, lifts and accessible toilets, making safe and independent travel difficult.

Action: The research underscores that improving physical infrastructure is not merely a logistical upgrade but a foundational step towards creating truly inclusive, welcoming
experiences.

Over the past three years, Europe was the most visited region by European travellers with accessibility needs (75%), followed by the USA (24%) and Africa (13%).

Looking ahead, Europe remains the top region of interest, valued for its shorter travel distances, familiar infrastructure and growing accessibility efforts in major cities. Within Europe, Italy (40%), Spain (37%) and France (35%) are the most in-demand destinations, and cities like New York (46%) and Los Angeles (42%) lead in popularity in the U.S.

Notably, more than half (52%) of these travellers have taken an international multiday organised group tour or package holiday in the past two years. This figure is expected to rise to 61% in the next two years, suggesting a strong demand for curated, accessible travel experiences that offer confidence and convenience.

The opportunity for destinations is clear: Invest in inclusive infrastructure now or risk being left behind by an increasingly important segment of the global travel market.

European Federation of Tourist Guide Associations and ENAT receive 2025 Innovation Award for T-Guide Tourist Training

The European Association of Service Providers for Persons with Disabilities (EASPD) announced the winners of its 2025 Innovation Awards at its Spring Conference in Gandia, Spain. Six innovative practices were recognised for their efforts to make cultural, recreational, leisure and sporting activities accessible to people with disabilities on an equal basis with others.

People with disabilities can face many barriers to enjoy arts, sports and leisure on an equal basis to others. EASPD’s 2025 Innovation Awards focus on initiatives which help to remove these barriers and create equal opportunities in accessing such activities, as outlined in Article 30 of the UN Convention on the Rights of Persons with Disabilities.

The winners received an award during EASPD’s Spring Conference, ‘A Culture of Inclusion: Enriching lives through Arts, Sports and Leisure’, co-hosted by Fundación Espurna and University of Valencia in Gandia, Spain, on 15-16 May.

The 2025 EASPD Innovation Award winners, in no particular order, are:

‘T-Guide’ by the European Federation of Tourist Guide Associations (FEG) and European Network for Accessible Tourism asbl. (ENAT)

The T-GUIDE (Guiding People with Learning Difficulties) training is a lifelong learning course co-developed by FEG and ENAT. It is designed for professional tourist guides across Europe and provides key principles for preparing guided tours that are inclusive of persons with intellectual disabilities or learning difficulties.

‘ALL INCLUSIVE’ by Goethe-Institut Bosnia and Herzegovina on behalf of the EUNIC Cluster Bosnia and Herzegovina

ALL INCLUSIVE is a socio-cultural project, centred on the performing arts, which fosters the social inclusion of persons with disabilities and other marginalised groups. Through co-produced workshops, participants uncover their creative talents and develop professional skills. The process culminates in a multidisciplinary theatre production, amplifying underrepresented voices and creating meaningful cultural expression.

‘Including Inclusion’ by International Coaching Course (ITK)

The International Coaching Course (ITK) is a postgraduate education programme for sports professionals from developing and emerging countries. The course combines theoretical and practical learning in disciplines such as football, athletics, swimming and inclusive sports, with a focus on youth sports. As part of the postgraduate programme, ITK hosts the Alumni Working Group “Including Inclusion that focuses on promoting accessibility and inclusion of marginalised groups in sport.” Five ITK alumni from five global regions form a working group. Their work includes online workshops, in-person training, and visits to the German Paralympic Sports Association, promoting inclusive youth sports worldwide.

‘Nevronas FESTival’ by Nevronas

Held annually at the Technopolis of the Municipality of Athens, the Nevronas FESTival is a Festival of Inclusive Performing Arts and Artistic Interaction. The event, which has successfully run for three consecutive years, empowers professional and amateur artists with and without disabilities to perform in an accessible, non-discriminatory environment. A cornerstone of the festival is its Inclusive Volunteering Programme, which fosters cooperation and shared experience among volunteers with and without disabilities.

‘SavasRock’ by Savas Foundation

SavasRock is an inclusive rock festival organised by Savas Foundation that aims to raise awareness of intellectual disabilities, break barriers and remove prejudices. Moving away from events hosted exclusively for persons with disabilities, this event gathers everyone to enjoy music in a friendly atmosphere, providing a real festival experience with top artists.

‘‘Art is everyone's gift’ ’Supereroi Printre Noi

The ‘Art is everyone's gift’ initiative delivers fully accessible and inclusive events across Romania. These events include adapted concerts, theatre performances, literature clubs, exhibitions and film screenings tailored to the needs of people with complex disabilities. The events aim to amplify the voices of persons with disabilities by sharing their life stories, combating stereotypes and encouraging social understanding through inclusive cultural participation.

Speaking at the Innovation Awards ceremony, Kirsi Konola, EASPD President said:

“EASPD wishes to congratulate our 2025 winners as well as all the 80+ organisations who submitted their innovative practices. Together, your work shows what is possible when we commit to enabling persons with disabilities to enjoy arts, sports and leisure on an equal basis with others.”

EASPD hopes that these promising practices can be a source of inspiration for other service providers as we work together towards the full implementation of the UNCRPD.

Receiving the 2025 Innovation Award from the EASPD President before the gathering of over 200 EASPD members, ENAT’s Managing Director, Ivor Ambrose thanked the independent Jury for recognising the value of the FEG-ENAT Certified T-Guide Training Programme which has trained over 100 professional tourist guides in 15 countries since its inception, following a successful EU-funded Life-long Learning project.

Ambrose stated:
“This award is very special to us. It underlines that tourist guides, as professionals in the tourism sector, are highly motivated to learn and improve their skills, enabling them to give visitors with intellectual disabilities meaningful and enjoyable experiences of Europe’s cultural heritage. The award is a testimony to their enthusiasm and dedication, showing how tourist guides can play a significant role in making cultural tourism accessible for everyone”.

As part of the Conference Programme, Ivor Ambrose held an interactive workshop with delegates, where experiences and ideas about cultural tourism sites and tourist guiding were shared. A video from the portfolio of a T-Guide trainee was screened, showing a city-tour with a group of disabled visitors to Cardiff Bay in Wales.

The EASPD award (shown in the photo, above) is one of 6 pieces of a ceramic jigsaw puzzle, mounted on wooden boards - one for each award winner.
Travel and Tourism Websites Failing to Cater for Disabled Users - WebAIM Report

A new 2025 report released by WebAIM, a non-profit focused on internet accessibility, has revealed how accessible different websites and sectors are, for the seventh year running.

While there has been an improvement overall since 2024, the bad news for travel and tourism is that the industry’s websites are among the worst culprits when it comes to accessibility barriers.

AIM Million found almost 51,000,000 distinct accessibility errors, averaging 51 errors per page, across the one million home pages analysed.

That’s an improvement of 10.3% compared to 2024, when the analysis uncovered an average of 56.8 errors per page.

© WebAIM | Average number of detectable errors per home page.

Nearly all home pages are non-compliant with world guidelines

Despite the general improvement since last year, nearly all the websites looked at (94.8%) remain non-compliant with the worldwide accessibility standards laid out in the Web Content Accessibility Guidelines (WCAG), AIM found.

Even though an increasing proportion of home pages (79.4%, up 4.8% since 2024) are now using Accessible Rich Internet Applications (ARIA) to help make websites more inclusive, those with ARIA present had “over twice as many errors (57 on average) than pages without ARIA (27 on average).”

© WebAIM | Types of errors over the years 2019 to 2025.

Government, financial and legal sites do well

AIM also provides a sector-by-sector breakdown, looking at how accessible different categories of site are, and giving a “percentage difference” showing “how much better or worse home pages in that category are than the average home page.”

Government services take first place, with 27% fewer accessibility errors than the average site. They are followed by sites related to Personal Finance: 26% fewer errors; Non-Profit/Charity: 21.6% fewer errors; and Law, Government, & Politics: 20.6% fewer than average sites. Perhaps ironically, Social Media and Computing and Technology homepages only manage to reach fifth and sixth place respectively.

© WebAIM | Percentage of errors in 2025.

Travel sites 17.2% worse than average, and deteriorating

The travel sector, meanwhile, has some soul-searching to do, with some of its biggest names failing to cater properly to the one in six of the global population who live with disability, according to the World Health Organisation (WHO).

Out of 29 site categories in the AIM ranking, Travel comes 23rd, just six spots from the bottom. Travel-based home pages have 17.2% more accessibility failures than the average, at nearly 60 per page (and that’s worse than 2024 by 17%). Those findings are echoed by web accessibility platform AudioEye, which says 41% of travel and hospitality sites are hard for keyboard users to use.

Naming names, Booking.com, the busiest travel website in the world, boasting over 500 million monthly visits, is in the bottom 30% of the million websites analysed, making it the worst travel company for online accessibility. Airbnb and Trip.com figure at around half way through the ranking, while both Uber and Skyscanner reach the best one per cent.

Read the WebAim Report
